The Ministry of Defense of the Russian Federation presented a package of changes to the "Regulation on military medical examination". The document published on the portal of draft regulatory legal acts involves a significant increase in the validity of the conclusions of the military medical examination, which will complicate the dismissal from the army for health, as well as a decrease in the “suitability threshold” to the service for recruits. Attention to the proposal of the ministry was drawn by the “Movement of Conscious Refusers” (DSO).
In the case of the approval of the document, the non-conjugate category “B” (“limitedly is suitable”) for conscripts with primary, secondary and hidden syphilis will be replaced by the draft “B-4”. It involves, for example, the service as specialists of the protection of combat missile systems. In addition, conscripts with hypertension of the first stage will be examined by category “B-3” (they can be sent, for example, by drivers of armored vehicles and missile launchers). Now young people with such a diagnosis are exempted from service with the category of “B.”
According to lawyer Artem Klyga, if innovations, the opportunity to avoid urgent service for hypertension can be “actually eliminated”. “These changes affect a large number of people and deprive them of one of the most affordable and previously common ways to obtain liberation. In addition to all, these are additional risks associated with the deterioration of the state of health of conscripts in the conditions of the army service, ”the clog emphasized in the conversation with the rain. It will also be more difficult to leave the army of the Russian Federation mobilized and contractors “with moderately expressed, short -term endogenous psychoses, as well as pronounced neurotic problems associated with stress and somatoform disorders and mood disorders”. Such fighters will receive category “B” instead of “D” and stay in the troops. In addition, the conclusions of the VVK will now become “special” for the period of martial law, wartime and mobilization, which has not yet been canceled. The conclusions made during this period will be valid for another year from the end of the specified periods (now their validity period is a year from the date of approval or until a new conclusion is issued). Criteria will also be added for evaluating diseases and injuries obtained during service in volunteer units, including radioactive substances or animal bites.
For those who have passed an independent military medical examination, introduce an absentee medical examination.
